The Public Facilities, Recreation, and Infrastructure Commission will hold a special Saturday meeting built around its Annual Tour of Public Facilities, visiting several city sites by bus before returning to finish other business.
This preview is based on the published Public Facilities Recreation Infrastructure Commission agenda. It does not reflect what will actually happen at the meeting.
What's proposed
The commission and members of the public will take a chartered bus tour to visit several city facilities and projects, including a pedestrian lighting project, park improvements at Plummer Park, a veterans' memorial, a parkway installation, and a monument at West Hollywood Park.
Why it matters
This tour lets commissioners and residents see firsthand how city money and planning are being used on public facilities, parks, and memorials around West Hollywood. It's a chance to observe progress on ongoing projects without formal debate or a vote.

B. RECEIPT AND FEEDBACK OF PRESENTATION ON DOCKLESS MOBILITY
PARKING REQUESTS
SUBJECT: The Commission will receive a presentation and provide feedback on
the changes to the City’s dockless mobility program and the proposed process
for requesting new parking locations.
The Commission Received a presentation on the changes to the City’s
dockless mobility program, background on the mandatory parking areas and
implementation lessons, the desire to change parking behaviors, the
proposed process for requesting new parking locations, additional
engineering criteria, how to report bad parking to Lime using the app, and the
overarching goal to not impede the pedestrian right-of-way.
Commissioner Cottrell asked if Lime would compensate private property
owners who participate. Staff answered there is no financial incentive or
exchange. Lime would market and advertise the parking location on their app.
Commissioner Rogers asked if the City would consider street parking spaces
that are immediately adjacent to indicated bike lanes. Staff answered the City
is not exploring street parking as possible locations at this time.
Page 3 of 7 4
Commissioner Karliss asked if e-bikes are included in the program and asked
if there could be too many dockless mobility options in the city at one time.
Staff explained that a mix of e-bikes and e-scooters will be used. To
encourage less car trips, the City’s goal is to have a mandatory parking area
every two blocks throughout the city.
Commissioner Payton asked about the program’s competitive bidding process
and if the City would consider multiple providers, because she was inspired
by the various types of e-bikes she saw at Ciclavia. Staff shared they feel
more informed on rider behaviors which will help to inform and improve the
next contract program. The City is open to considering multiple vendors;
however, in the most recent process, only one provider responded.
Vice Chair Krishna asked about mobility program practices in the City of Los
Angeles and asked if staff have data on rides that originate in WeHo and rides
that docked in WeHo. Staff explained that neighboring cities have different
levels of oversight and management. Staff can provide that data at a future
time. West Hollywood’s program allows up to 200 e-bikes/e-scooters in the
city at one time, and once numbers exceed the limit the provider is deployed
to rebalance.
Chair Jackson asked about delivery robots and if the docking spaces would
be shared. Staff will need to confirm but there should not be a conflict, and
the two devices would not share the same parking corrals.
PUBLIC COMMENT:
Stephanie Harker, WEST HOLLYWOOD, shared that she previously opposed
the program because of riders on the sidewalk but today she appreciates the
City’s commitment to solve these problems by using mandatory parking areas
and responding to residents that are distressed. She does not appreciate rude
behaviors by riders.
Kevin Burton, WEST HOLLYWOOD, shared that the West Hollywood Bike
Coalition strongly supports having more corrals in the city and is happy to see
there is now a mechanism to suggest new parking locations because it is fair
treatment since car drivers have dedicated parking locations. He suggested
painting or markings would be helpful for the public to visually see and find the
mandatory parking locations.
Cathy Blaivas, WEST HOLLYWOOD, shared her sympathy for riders’ needs and
for parking locations to be convenient, and shared an example about how Zip
cars have dedicated parking locations.
Andrew Solomon, WEST HOLLYWOOD, submitted a written comment in support
of the Lime mobility program. In support of a publicly accessible transportation
program, he suggested converting a handful of on-street parking spaces be
converted into scooter corrals like one parking spot per block as Lime parking.
Page 4 of 7 4
This could help resolve the problem of scooters parked on the sidewalk and
supports less car trips.
ACTION: Reviewed and provided feedback on the proposed process for
requesting new dockless mobility parking locations.

The Commission thanked staff for completing the West Hollywood Park Dog
Park Shade Project.
Page 5 of 7 4
Commissioner Payton asked about the updated timeline for the Hart Park
Project and about the budget for the Kings Road Playground Replacement
Project. Staff reported the updated timeline to start construction at Hart Park
in FY2027-28 and explained that going forward the Kings Road Park
Playground Replacement Project will use Measure A bond funds to
supplement the budget.
Chair Jackson requested that staff attach the list of major projects to the
Commission’s look-ahead calendar, so that project status can be more
easily reviewed at each meeting.

Commissioner Karliss, seconded by Commissioner Payton and approved

installation at Kings Road Park, and she enjoyed Ciclavia and Summer Sounds
this summer with her family. She thanked staff for making WeHo parks clean,
safe, and fun.

resident address mix up.
Vice Chair Krishna asked staff questions about the recent major water main
break on Sunset Ave. including loss of public trees, damages and budget, and
