The Rent Stabilization Commission will consider recommending updates to Valuation Guidelines and a broad overhaul of the Rent Stabilization Ordinance and Regulations at its October 22, 2026 meeting.
This preview is based on the published Rent Stabilization Commission agenda. It does not reflect what will actually happen at the meeting.
What's proposed
An Ad Hoc Subcommittee has reviewed the city's Valuation Guidelines, which are used to calculate rent decreases when a landlord does not perform required maintenance or reduces or removes a housing service. The commission will consider proposed updates to those guidelines and related changes to Rent Stabilization Regulation 60041.1. The commission will also decide whether to dissolve the Ad Hoc Committee now that its assigned work is complete.
Why it matters
These guidelines directly affect how much a tenant's rent can be reduced if their landlord fails to keep up the property or takes away services like parking or laundry. Updated guidelines could change how those rent reductions are calculated, which matters to both tenants and landlords in West Hollywood.
What the Commission will decide
The commission is being asked to: (1) receive and file the Ad Hoc Committee's report; (2) review the proposed updates and, with any changes the commission directs, adopt Resolution No. 26-718 recommending City Council approval of the updated Valuation Guidelines and amendments to Regulation 60041.1; and (3) decide whether to dissolve the Ad Hoc Committee on Valuation Guidelines.
