Council approved INCREASE AFFORDABLE HOUSING OPPORTUNITIES BY REGULATING STORAGE SPACE AND OTHER AMENITIES IN NEW DEVELOPMENTS [L. MEISTER] - for consideration; and 2) Direct Staff to work with the City's lobbyist to lobby for amendments to State law to address amenity space loopholes in ADU laws and support the development of affordable housing. SUBJECT: The City Council will consider directing Staff to evaluate potential regulations for storage space and other amenity spaces in new residential developments in order to increase affordable housing opportunities. RECOMMENDATIONS: 1) Direct Staff to evaluate potential regulations for storage space and other amenity spaces in new residential developments and prepare a zone text amendment with a recommendation for consideration; and 2) Direct Staff to work with the City's lobbyist to lobby for amendments to State law to address amenity space loopholes in ADU laws and support the development of affordable housing.
This proposal aims to increase affordable housing in West Hollywood by regulating how storage and amenity spaces are used in new residential developments. Developers have been exploiting loopholes to convert these spaces into market-rate units, reducing the availability of affordable housing. By closing these loopholes, the city seeks to ensure that new developments contribute to affordable housing goals.
For residents, this initiative could lead to more affordable housing options in new developments, potentially easing the housing cost burden. It may also prevent developers from reducing the number of affordable units by converting amenity spaces into market-rate units after project approval.
