Council approved SB 79 APPLICABILITY AND LOCAL RESPONSE OPTIONS [J. HEILMAN] - 1) In the immediate term (1 month): a) Provide direction to staff on the local response options provided in the staff report, including: no local action, a local implementation ordinance, any legally available phase-in or delay provisions, targeted capacity increases, and development of a local Transit-Oriented Development Alternative Plan, b) Based on Council's direction, where feasible, direct staff to return to Council before July 1, 2026, with any legally available interim ordinance, urgency ordinance, or other near-term action that may be feasible to preserve local implementation options while longer-term SB 79 analysis is completed; 2) In the medium term (6 months): a) Direct staff to evaluate the potential applicability of SB 79 in West Hollywood, including the effect of the K Line Northern Extension Locally Preferred Alternative, eligible TOD stop locations, timing issues, and any areas where local implementation authority remains available, b) Direct staff to prepare parcel-level mapping and technical analysis identifying potentially affected areas, existing zoning, applicable distance bands, rent-stabilized housing, historic and cultural resources, commercial corridors, and areas where SB 79 standards may exceed existing local development standards, c) Direct staff to return to Council with recommended next steps, an implementation timeline, and anticipated resource needs for Council's consideration of a preferred SB 79 response strategy.
Senate Bill 79, effective July 1, 2026, mandates state development standards for transit-oriented housing near eligible transit stops. The City Council is exploring local response options, including potential ordinances and mapping of affected areas. This could lead to increased housing density near transit lines, impacting local zoning and development standards.
For West Hollywood residents, SB 79 could mean changes in housing density and development near transit stops, potentially affecting neighborhood character and property values. Renters might see more housing options, while homeowners could experience shifts in property values. Transit users may benefit from improved access to housing near transit lines.
